Duncan and his team at SLC has an unrivalled track record in transforming public leisure services for inclusive and active communities.
Firstly, supporting local authorities in pivoting their leisure services to active wellbeing.
Secondly, shaping the approach local authorities take through the design and planning of leisure, sport, physical activity and wellbeing services.
Thirdly, driving improvements in public leisure procurement over the last decade, leading the shift away from price to a greater emphasis on strategic outcomes and social value.
In 2020-21 Duncan lead the 'A Moment to Pivot' Programme and has recently completed SLC's workstreams for the Greater Manchester Pivot to Active Wellbeing Programme. SLC has worked alongside a range of progressive local authorities supporting their transformation of their leisure services towards a greater focus on active wellbeing. This includes North Yorkshire Council, Stoke City Council, Bury Council and Wigan Council.
SLC - a B Corp Certified company has delivered some exceptional outcomes for major UK cities and over 175 local authorities over the last 15 years. This has resulted in increased activity levels and wider health outcomes through a significant number of successful developments, operating partnerships and place based work.
His 35-year career spans from working in inner-city facilities, community use in schools, developing and operating leisure and community facilities. He has worked in niche and blue-chip consultancies, culminating in founding SLC in 2009.
He has overseen over 750 projects and programmes over his career including highlights such as:

- Orford Jubilee Neighbourhood Hub
- c£750 million of capital investment projects supported
- c£100 million+ of revenue savings
He has written extensively over the last 20 years in the 2024 Sports Think Tank Manifesto, Municipal Journal, Sports Management, Leisure Management, Health Club Management and the Leisure Review.
Duncan has a BSc (Sports Science and Recreation Management) Loughborough - 1990 and a MBA from Henley - 2000.
He provides pro bono support regularly including local sports clubs and schools.
He enjoys adventure travel, cycling, mentoring young people and is a Level 2 South East Hockey Umpire.
